On August 17, the Shandong Provincial Department of Industry and Information Technology issued a document to solicit public opinions on the "Shandong Province Tire Chlor-Alkali Fertilizer Industry Capacity Replacement Implementation Measures".

The "Draft for Comments" stipulates that, except for major national and provincial projects and supporting projects that clearly do not require replacement, tire, chlor-alkali, and nitrogen fertilizer construction projects should undergo capacity replacement.

Among them, the conversion ratio of radial tire casing capacity is replaced by 1.05:1; the production capacity of other tires is replaced by 1.2:1.

Capacity replacement can be carried out within the enterprise itself or between enterprises.

The production capacity involved in the replacement should be the actual production capacity that is legal and compliant.

Outdated production capacity that has exceeded the state's explicit elimination period and the exit production capacity that has received government subsidies shall not be used for production capacity replacement; the replaced production capacity shall not be reused.

The calculation method of tire production capacity is based on the processing capacity or vulcanization capacity of the rubber compound.

The "Draft for Comments" requires that the production capacity used for the replacement of construction projects must be stopped before the construction project is put into operation, and the production equipment must be dismantled within half a year from the date of the construction project.

According to TireWorld.com, starting from November 2019, the Shandong Provincial Department of Industry and Information Technology has successively drafted implementation measures for capacity replacement in industries such as caustic soda and tires.

They organized several relevant departments, industry associations, and enterprises to hold special seminars to solicit opinions and suggestions, and finally formed the "Shandong Province Tire Chlor-Alkali Fertilizer Industry Capacity Replacement Implementation Measures" (draft for comments).

In mid-July this year, it received some amendments and further revised and improved the "Implementation Measures."

According to the timetable, the "Implementation Measures" will be implemented 30 days after the date of issuance and will be effective for three years from the date of implementation.

The time limit for the public consultation is from August 18 to August 24.
